Kopps is undoubtedly hilarious. It's clear that Hot Fuzz took inspiration from this small town cop movie. The parodic scenes of action are such a treat that the film is worth watching just for those. Aside from that, the film has a real sweetness and genuine love behind it which is obvious in the small Scandinavian setting.

While the characters are enduring and certainly funny, there are some definite tonal gear changes that feel very clunky. A scene where Hakan (Erik Ahrnboprn), the police station phone operator, conciliates an angered riot police chief with a sincere hug is so out of place. During the middle of this massive comedy set-piece, a moment of purity sticks out like a fireman in a police station.
